Report of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) on the Proposal-Related Work since the Third Session of the Tenth CPPCC National Committee

Fellow Members, On behalf of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference, I would like to present to you the following report on the proposal-related work since the Third Session of the Tenth CPPCC National Committee for your deliberation and approval.Since the Third Session of the Tenth CPPCC National Committee, a total of 4660 proposals have been tabled by CPPCC members, units joining the CPPCC and CPPCC special committees. After being examined, 4496 proposals have been put on file for handling, which include 4288 proposals from CPPCC members, 170 proposals from the central committees of 8 democratic parties and the All-China Federation of Industry & Commerce and 38 proposals from related people's organizations, sectoral groups and CPPCC special committees.After the closure of the Third Session of the Tenth CPPCC National Committee, the CPPCC called a meeting at which proposals having been examined and put on file during the Session were respectively transferred to 155 undertaking units for handling, which include related departments affiliated to the CPC Central Committee, the Standing Committee of the National People's Congress, the State Council, the CPPCC and the Central Military Commission, the General Offices of the Supreme People's Court and the Supreme People's Procuratorate, the CPC Party committees and People's Governments of related provinces, autonomous regions and municipalities directly under the Central Government, and related people's organizations; proposals having been examined and put on file after the closure of the plenary session were transferred in good time to undertaking units too. Proposals that are not put on file have been forwarded to the relevant departments for study and handling or reference. Up to February 20, 2006, 99.29% of the proposals have been handled and replied to.ITabling of proposals, an important way of performing the CPPCC functions, has been taken more and more seriously by CPPCC members and units joining the CPPCC. Over the past year, CPPCC members and units joining the CPPCC have participated in the discussion and administration of state affairs with a strong sense of responsibility and mission. Striving for an all-round implementation of the scientific concept of development and giving top priority to the promotion of development in performing the CPPCC functions, they have tabled a large number of proposals, which contain information, analysis and concrete suggestions, centered round such major issues as coordinated socio-economic development, the building of a harmonious society and the formulation of the Eleventh Five-Year Plan. There has been further improvement in the overall quality of the proposals. The proposals tabled by the central committees of democratic parties and the All China Federation of Industry & Commerce, in particular, are well-focused and feasible. The CPC Central Committee, the State Council and the undertaking units have given great attention to the proposals tabled by the CPPCC. Combining the handling of proposals tabled by the CPPCC with the improvement of their own work, many undertaking units have earnestly accepted and implemented the suggestions put forth in the proposals. Many suggestions have been embodied in the state's policies, laws, regulations and development plans and have found expression in the work of the relevant departments. The CPPCC proposals have played an important role in assisting the Party and Government's efforts to put decision-making on a scientific and democratic basis and promote coordinated socio-economic development. Proposals concerning economic development total 1992 pieces, constituting 44.31% of the total number of the proposals, ranging over a variety of issues such as macro-regulation, economic restructuring and transformation of the economic growth mode, problems facing agriculture, rural areas and farmers, developing recycle economy, building resource-efficient society, promoting balanced development among regions, reform of the economic structure, boosting the non-public sector of the economy and production safety, etc. For years running, CPPCC members have tabled proposals urging to speed up the construction of the Bohai Economic Rim, to push the development of the Tianjin Binhai New Area and to build an Economic Zone on the West Coast of the Taiwan Straits with a view to promoting economic and technological exchanges across the Straits. With the joint efforts by many parties, their related contents have, on the basis of the investigations conducted by related CPPCC special committees, been embodied in the Proposal of the CPC Central Committee for Formulating the Eleventh Five-Year Plan for National Economic and Social Development. Nearly one hundred CPPCC members as well as the central committees of the Revolutionary Committee of the Kuomintang, China Democratic League and the China Zhi Gong Dang tabled quite a few proposals from different angles focusing on how to promote the rise of the central region. Many CPPCC members as well as the Central Committees of the Chinese Peasants' and Workers' Democratic Party and the Jiu San Society tabled over 50 proposals centered round the development of recycle economy and the building of resource-efficient society. During the Third Session of the Tenth CPPCC National Committee, forums were held to separately discuss the two issues mentioned above, drawing much attention from government departments and arousing extensive concern in all sectors of society. The problems facing agriculture, rural areas and farmers have always been the focus of the concern of CPPCC members and democratic parties. The suggestions set forth in the proposal regarding encouraging the development of Specialized Organizations of Farmers for Economic Cooperation have been earnestly accepted by the Ministry of Agriculture and some other undertaking units. With regard to the proposal urging to address farmers' difficulty in acquiring loans, the National Development and Reform Commission has accepted the suggestions contained in the proposal and adopted a Four-in-One (leading enterprises, bonding companies, banks and farmers) innovative financial approach to study how to solve this problem. In response to the proposal tabled by CPPCC members regarding the financial difficulties at the county and township levels, the Ministry of Finance has, on the basis of in-depth investigations, formulated and implemented policy measures to alleviate the financial difficulties of some counties and townships, with the policy of "three rewards and one subsidy" as the major one. Prompted by the proposal urging to enhance the abilities of unified supervision over environmental protection, the Committee for Handling Proposals organized joint investigations by the proposers and the relevant departments and submitted a report based on the investigations to the CPC Central Committee and the State Council. Pertinent leading officials of State Council regarded the investigation report as a reflection of the actual situation of and existing problems in the current environmental protection work, and instructed the departments concerned to make a careful analysis and find out how to solve them. The proposal for rectifying the order of mineral resources exploitation has been handled by the Ministry of Land and Resources as a key proposal and the State Council has issued a Circular on the All-Round Rectification and Standardization of the Order of Mineral Resources Exploitation. Our fellow members are very much concerned about the safety problems in coal production and have tabled quite many proposals in this regard. In light of the sugges contained in the proposals, the state has further increased its input in relation to the safety of coal production and reinforce the safety facilities. The Central Committee of the China Democratic National Construction Association tabled a proposal, urging to step up the construction of the Yangtze Golden Waterway. A pertinent leading official of the State Council wrote an instruction on the Extracts from Important Proposals, the Ministry of Communications earnestly accepted the suggestions set forth in the proposal and came out with the Opinions on Exerting a Concerted Effort to Construct the Yangtze Waterway with a View to Promoting the All-Round Economic Development in the Yangtze Valley, identifying the goal of the construction and defining policies and measure pertaining to this project. In light of the proposal for greater efforts to fight money laundering tabled by, among others, the Central Committee of the Chinese Democratic League, the People's Bank of China has set up a mechanism of liaison, coordination, joint supervision and consultation based on information exchange between the bank and public security departments and enhanced international cooperation, achieving good results in cracking down on money laundering.Proposals concerning science, technology, education, culture and sports total 1324 pieces, constituting 29.45% of the total number of the proposals, ranging over a variety of issues such as the implementation of the strategy of reinvigorating China through science and education and human resources as well as scientific, technological, educational, cultural and public health restructuring. The proposal regarding the enhancement of the nation's capability for independent scientific and technological innovation has been adopted by the Ministry of Science and Technology, which has further defined the orientation of China's scientific and technological development and identified the areas on which the emphasis of support should be placed. The proposal for an amendment of the Law for Compulsory Education has drawn attention from the relevant departments, opinions expressed in the proposal has been absorbed into the Law for Compulsory Education (revised draft) submitted by the State Council to the NPC Standing Committee for deliberation and approval. In light of the proposal for reforming the management system of technical schools, the Ministry of Education and other relevant departments have thrashed out a policy to promote the rapid and sound development of vocational education. The proposal regarding the reform of China's publishing system tabled, among others, by the China Association for Promoting Democracy has been earnestly handled as a key proposal by the General Administration of Press and Publication. The proposal on the safety of rural drinking water has the close attention of a leading comrade of the central authorities, who wrote an important instruction on it. In conjunction with the Ministry of Water Resources and the Ministry of Health, the National Development and Reform Commission conducted in-depth investigations and issued a Circular on Doing a Better Job in Constructing Rural Drinking Water Safety Projects, and the General Office of the State Council issued a Circular on Making Greater Efforts to Ensure Drinking Water Safety. With respect to the proposal on the improvement of the nation's food safety monitoring and management system, the Committee for Handling Proposals and related departments such as the General Office of State Commission for Public Sector Reform and the State Food and Drug Administration have jointly conducted investigations, giving a further push to the work in this regard. To address the problem of inadequate and overly expensive medical services, our fellow members tabled quite a few proposals focused on the improvement of medical and health conditions in rural areas and the establishment and improvement of a new type of rural cooperative medical care system. In conjunction with relevant departments, the Ministry of Health has worked out, in light of the suggestions set forth in the proposals, the Plan for Building and Developing Rural Health Service System, and has made greater efforts to give guidance to pilot projects for a new type of rural cooperative medical care system. In response to the proposal urging to formulate, as soon as possible, the nation's Regulations on Fitness Promotion for the General Public, the Committee for Proposals Handling, the General Administration of Sport and the Legislative Affairs Office pf the State Council carried out joint investigations and suggested to start, in good time, the drafting of the Regulations. Proposals concerning politics, laws and social security total 1180 pieces, constituting 26.24% of the total number of the proposals, ranging over a variety of issues such as strengthening democracy and the legal system, endeavoring to build a clean and honest government, employment and reemployment, social security, income distribution, speeding up the development of ethnic minority areas, implementing religious policies and promoting national reunification. Focusing on the judicial reform of the Courts, our fellow members suggested that laws and regulations be formulated for reforming the selection and appointment system of judges and solving the problem of difficult enforcement of judgments, etc. The Supreme People's Court has paid much attention to these suggestions and is vigorously pressing ahead with the pertinent work. For years running, our fellow members had been calling for accelerating the reform of the census register system. The Ministry of Public Security has earnestly accepted these suggestions and brought out tentative opinions on further reforming the census register system. Over forty CPPCC members jointly tabled a proposal urging to implement Loving Care Project for the Aged. Thanks to the joint efforts by many parties, its implementation has been started. With the attention given by leading comrades of the central authorities and the joint efforts made by the Organization Department of the CPC Central Committee, the Ministry of Education and the Ministry of Personnel, etc., the General Office of the CPC Central Committee and the General Office of the State Council have jointly issued the Opinions on Guiding and Encouraging University and College Graduates towards Seeking Employment at Primary-Level Units, in response to the proposal tabled, among others, by the Central Committee of the Jiu San Society urging to guide university and college graduates towards seeking employment at primary-level units. In response to the proposal on the problem of wage arrears for workers, the Ministry of Labor and Social Security, the All-China Federation of Trade Unions and the Ministry of Construction have launched a special campaign to address this problem and jointly issued a document in this connection, achieving successes by stages. In response to the proposal for adjusting income distribution, the relevant departments have amended and improved the pertinent rules and regulations, exerting efforts to protect the interests of those groups of people in the lower income bracket. In light of the proposal calling for vigorous efforts to develop charities so as to facilitate the building of a harmonious society, the Ministry of Civil Affairs, the China Charity Federation and the Committee for Proposals Handling carried out investigations, held the First China Philanthropy Conference and released the Guiding Program for the Development of Charities in China. In response to the proposal urging to increase efforts to vitalize border areas and enrich the people living there so as to speed up the development of those areas where there is a high concentration of ethnic minority people, the State Ethnic Affairs Commission has worked out the Eleventh Five-Year Action Program for vitalizing border areas and enriching the people living there, and in conjunction with related departments, further increased its support in terms of, among other things, fund input and infrastructure construction, and is making energetic efforts to explore ways to set up an effective mechanism aimed at helping poverty-stricken ethnic minorities in border areas develop their production and improve their life. A number of CPPCC members and, among others, the Central Committee of the Taiwan Democratic Self-Government League put forward concrete suggestions on enhancing economic and technological cooperation across the Taiwan Straits, facilitating the sales of Taiwan agricultural products in the mainland, advancing the process of direct links of mail, shipping and trade across the Straits and presenting giant pandas as gifts to our Taiwan compatriots, etc. According to the unified arrangements of the central authorities, the Taiwan Affairs Office of the State Council has, in coordination with the relevant departments, brought about solutions to (or breakthroughs in solving) many problems reflected in the proposalsSince the Third Session of the Tenth CPPCC National Committee, 83.29% of the problems touched upon by the proposals have been solved or included in plans as problems that will be solved. With regard to those problems that cannot be solved for the time being because conditions are not permitted, explanations have been given to the proposers in time by the undertaking units. All in all, new progress had been made in the proposal-handling work in 2005.First, receiving greater attention from the leadership. Premier Wen Jiabao, Chairman Jia Qinlin and some other leading comrades of the central authorities, including a few vice premiers and state councilors, wrote instructions on related proposal-handling work on 22 occasions. Principle leading comrades of the CPC Central Commission for Discipline Inspection and many other undertaking units gave concrete instructions to the proposal-handling work in their respective sectors or departments. All undertaking units carried out the proposal-handling work under a stronger leadership and under the conditions of better-defined responsibilities, further improved systems and better-standardized procedures. Principle leading comrades of many undertaking units personally planned and arranged the work, supervised the handling of key proposals, examined and revised replies to proposers, giving a strong impetus to the proposal-handling work.Second, further increasing communications with proposers. In handling the proposals, many undertaking units contacted the proposers, CPPCC members or central committees of democratic parties, to exchange views with them in a variety of ways, including investigations, informal discussions, visits and phone calls. Such initiative was widely appreciated. For instance, 7 undertaking units visited, on their own initiative, the central committees of the democratic parties concerned. The Ministry of Science and Technology and the General Office of the CPPCC National Committee jointly convened a forum of CPPCC members on technological work, at which the Minister of Science and Technology had a face-to-face talk with CPPCC members. The Minister of Finance invited some CPPCC members residing in Beijing for an informal discussion while two of his vice ministers led their respective groups for in-depth investigations in the places where some CPPCC members reside who are non-Beijing residents, discussed with them face to face on how to implement their proposals.Third, combining proposal-handling with improvement of the work of the department concerned. Many undertaking units regarded the success in proposal-handling as a concrete embodiment of the results achieved in the Education Campaign to Preserve the Advanced Nature of Party Members and made the proposal-handling process a process of improving their work and style of work and improving their decision-making. For example, the Ministry of Justice earnestly accepted the proposals tabled by CPPCC members in the process of carrying out enforcement inspection of and making amendments to the Law on Lawyers. In response to the proposal that touches upon the problem concerning the charges for telecommunications services, the Ministry of Information Industry and the National Development and Reform Commission issued, among other documents, the Circular on Adjusting the Management Mode Pertaining to Charges for Some Telecommunications Services. Fourth, devoting greater efforts to the follow-up work of the proposal-handling. Many undertaking units paid special attention to gradually carrying through the suggestions set forth in the proposals through a series of concrete measures in addition to giving replies to all proposals. For instance, the proposals urging to lift the restrictions imposed on small-displacement vehicles, tabled in succession by our fellow members since the First Session of the Tenth CPPCC National Committee, drew attention from departments such as the National Development and Reform Commission, and by the end of the year, the departments concerned jointly issued a document setting forth the demand to sort out the restrictive rules governing small-displacement vehicles. In response to the proposal calling for putting a check on transportation by overloaded vehicles or vehicles exceeding the dimensions of length, width or height, the Ministry of Communications, which had handled the proposal as a key proposal, held a special national video-and-teleconference jointly with other relevant departments and put forward further opinions on how to address the problem. In response to the proposal urging to strengthen the administration of Web culture, the Ministry of Culture and some other relevant ministries and commissions jointly issued the Circular on Further Deepening the Work Relating to the Administration of Internet Bars, based on the results of the previous programs to address this problem launched by the Ministry of Culture.To enable our fellow members to have a deeper insight into the proposal-handling, the overviews of the proposal-handling work of 6 undertaking units have been selected and attached to this report, for your information, as appendixes.IISince the Third Session of the Tenth CPPCC National Committee, in line with the principle of "Focusing on the Central Task, Serving the Overall Interest, Improving the Quality and Striving for Practical Results", the Standing Committee has put the emphasis of our work on improving proposals' quality and practical results of proposal-handling, actively and steadily promoted the proposal-handling work.1. Implementing the spirit of the Fifth CPPCC Forum on Proposal-Handling Work and making proposal-handling more institutionalized. Chairman Jia Qinglin and Vice Chairman Wang Zhongyu put forth new demands for improving the overall quality of proposal-handling at the Fifth CPPCC Forum on Proposal-Handling Work. With a view to better implementing the spirit of the Forum, the General Office of the CPPCC National Committee specially issued a document that sets explicit demands on local CPPCC committees and undertaking units, stressing that the circular of the General Office of the CPC Central Committee and the General Office of the State Council on forwarding the Opinions of the General Office of the CPPCC National Committee on the Handling of CPPCC Proposals must be implemented to the letter and that the newly amended regulations on proposal-handling work must be implemented in real earnest. To better study, publicize and implement the regulations on proposal-handling work, the Committee for Handling Proposals drafted a publicity outline. While organizing its members to study these regulations, the Committee took advantage of such opportunities as attending informal discussions on proposal-handling work organized by local CPPCC committees and convening informal discussions attended by undertaking units to do extensive publicity work among CPPCC members, local CPPCC committees and undertaking units, promoting the proposal-handling work by further ensuring that it is institutionalized, standardized and has procedures to go by. 2. Making efforts to improve the quality of proposals and giving full play to the role of proposals. First, boosting the quality improvement of proposals tabled by CPPCC members and giving expression to the principal role played by CPPCC members in proposal-related work. 260 selected reference topics for proposals were compiled by sorting out and classifying the important issues (which are related to the priorities in our work and call for advice from CPPCC members) listed by the undertaking units and they were distributed to all CPPCC members; CPPCC members were each provided with a CD-ROM from which the full text of all the proposals tabled during the session can be retrieved and also with the book Grasping the Will of the People -- Selections of CPPCC Proposals and Replies and some other materials; proposers were invited to take part in such activities as forums for consultation on proposals handling, investigations into key proposals and visits to undertaking units; various kinds of forums on proposal-handling work were held to have extensive exchange of views on how to further improve proposal quality. By the end of 2005, the Committee for Handling Proposals convened in Hong Kong a forum on proposal-handling work attended by CPPCC members from the Hong Kong Special Administrative Region, which achieved positive results. Second, strengthening the work related to proposals tabled by democratic parties and giving play to the leading role of democratic parties in promoting the proposal-handling work. Contacts and cooperation with the central committees of democratic parties and the All-China Federation of Industry & Commerce were enhanced through forums and joint investigations, so as to bring the respective advantages of the proposals tabled by various parties into better play and give prominence to their respective features. In 2005, the proposals tabled by the central committees of democratic parties and the All-China Federation of Industry & Commerce showed a marked increase in number and further improvement in quality. The proposals tabled by the central committees of democratic parties cover 9 of the 14 areas identified by the CPPCC National Committee as areas of key proposals. The proposals tabled by the central committees of democratic parties make up 52.3% of the proposals contained in the Extracts from Important Proposals forwarded to the higher authorities. Third, focusing on the central task and giving play to the role of proposals through various channels. In view of the fact that the Tenth Session of the CPPCC Standing Committee would discuss the "building of a socialist harmonious society" and a forum for consultation would discuss the formulation of the Eleventh Five-Year Plan, the Committee for Handling Proposals sorted out the important views and suggestions on these two topics expressed in the proposals and edited them into summaries as reference materials for the meetings. Suggestions set forth in the proposals, which touch upon major issues concerning reform, development and stability were promptly reported to the higher authorities through the Extracts from Important Proposals. Of the 40 issues of Extracts from Important Proposals forwarded in 2005, 19 issues have important instructions written by leading comrades of the central authorities. 3. Improving the proposal-handling mechanism and increasing the efficiency of proposals handling. As proposals were increasing substantially, a mechanism for handling proposals at separate levels was adopted to give a vigorous push to the implementation of the proposals. First, making greater efforts to handle key proposals. After full consultation with undertaking units, proposals that touch upon issues of popular concern or problems demanding prompt solution by the Party and the government and proposals that will play an important role in pushing forward our work were deemed to be key proposals of the CPPCC National Committee, and the handling of key proposals was spurred through consultation, discussions and on-the-spot investigations and study. Over the past year, 9 forums for consultation on proposal-handling were held and 5 investigations into key proposals were conducted. Meanwhile, undertaking units were urged to identify, on the basis of a conscientious analysis of the proposals to be handled, the priorities in the proposal-handling work of their respective departments, to further intensify their efforts for handling proposals tabled by parties or organizations and to increase their communications and contacts with the proposers, so as to constantly improve the proposal-handling quality. Second, following more closely the handling of proposals. With respect to proposals difficult of handling or proposals to which commitments for a solution had been made by the undertaking units, communications and coordination were strengthened and redoubled efforts were made to follow up the handling of such proposals. For example, as a result of the continuous efforts to follow up the handling of the proposals on the protection and use of the cultural heritage of the Mogao Grottoes at Dunhuang and the formulation, as soon as possible, of laws and regulations on mediation, progress has been made in the related work. Third, strengthening supervision and inspection over proposal-handling work. The overall situation regarding the proposal-handling work was supervised and inspected by convening forums on proposal-handling attended by the undertaking units, paying visits to the units concerned or in other ways. Over the past year, successive visits were made to the National Development and Reform Commission, the People's Government of Hubei Province, the Taiwan Affairs Office of the State Council, the State Administration of Work Safety, the State Administration of Cultural Heritage and the Ministry of Construction.4. Making greater publicity efforts to make the influence of the proposal-handling work more extensive. In addition to making full use of the CPPCC Journal and the CPPCC Magazine, energetic efforts were made to bring into play the role of central and local media such as the People's Daily, the Xinhua News Agency and the China Central Television. By holding briefings on the proposal-handling work and inviting news media to take part in such activities as investigations and study into key proposals and forums for consultation on proposals handling to facilitate the combination of intensive coverage during the plenary session with special coverage of the day-to-day work, we made wide publicity of typical examples of CPPCC members participating in the discussion and administration of state affairs through tabling proposals, of the key issues and hot issues on which the proposers focused their attention in their proposals and of the proposal-handling and the role played by the proposals, thus further extending the influence of the CPPCC proposals and the proposal-related work.5. Increasing contacts with local CPPCC committees and improving proposal-related work in an all-round way. Communications with local CPPCC committees were further enhanced through, among others, forums and workshops, and more guidance was given to the proposal-handling work of local CPPCC committees. Vigorous support was given to local CPPCC committees in their efforts to creatively carry out proposal-related work in light of their specific conditions. Good practices of local CPPCC committees on examining proposals, putting them on file, transferring them for handling, supervising their handling and doing publicity were promptly popularized in a bid to jointly promote the improvement of the proposal-handling work. Fellow Members, Thanks to the attention given by the CPC Central Committee and the State Council, the active participation of CPPCC members, units joining the CPPCC and CPPCC special committees and the vigorous support rendered by undertaking units, gratifying results have been achieved in proposal-related work over the past year. However, there are still quite a number of defects in proposal-related work. The quality of proposals, the quality of proposals handling and the quality of service remain to be further improved.The year 2006 marks the start of the implementation of the Eleventh Five-Year Plan. The new situation and new tasks set higher demands on the work of the CPPCC relating to proposals. In the new year, we must earnestly implement the Opinions of the CPC Central Committee on Strengthening the Work of the CPPCC and focus on the following priorities of our work:First, further improve proposal quality. The quality of proposals is the lifeline of proposal-related work, we should never relax our efforts in this regard. We must correctly handle the relationship between the quantity and quality of proposals. Stress should all the more be put on the quality of proposals provided that the number of proposals has reached a certain level. We must conduct in-depth investigations centered round major issues of overall importance, of strategic importance, of vital importance to the nation's economy and the people's livelihood and table more valuable proposals to help make decision-making more scientific and democratic. Greater efforts should be made to solicit proposals from democratic parties, people's organizations, sectoral groups and CPPCC special committees; meeting speeches or investigation reports (or others) containing wisdom and profound insights should be promptly converted into proposals. We must be strict with the examination of proposals and the work to put them on file for handling so as to guarantee from the very beginning the quality of proposals. A CPPCC workshop on proposal quality is scheduled to be held in the second half of this year.Second, work hard to make proposal-handling more effective. We need to further enhance our contacts and cooperation with undertaking units, keep abreast of how the proposal-handling is progressing and speed up the handling of key proposals; to increase efforts to follow up, inspect and supervise the proposal-handling and vigorously propel proposal implementation; to do better in making extracts from proposals and accelerate the solution of key and thorny issues; and to make a success of the once-a-year forum on proposal handling attended by undertaking units.Third, increase concerted efforts for proposal-related work. The contacts and cooperation between CPPCC members, units joining the CPPCC, CPPCC special committees, undertaking units and CPPCC committees at all levels need to be further enhanced through, among others, informal discussions and joint investigations, so that a concerted, coordinated and highly efficient proposal-handling mechanism with each performing its own functions will take shape gradually and proposal-handling will truly become a task of overall importance undertaken by the CPPCC.Fourth, strengthen the self-improvement of institutions responsible for proposal-related work. It is imperative to further emancipate our minds and proceed from reality in our efforts to explore for new ways and new methods applicable to proposal-related work and vigorously promote the institutional and theoretical innovation of proposal-related work. It is imperative to make greater efforts to study, to gain a comprehensive and profound understanding of the Opinions of the CPC Central Committee on Strengthening the Work of the Chinese People's Political Consultative Conference, and to build up a contingent of personnel engaged in proposal-related work, improving their ability to understand and implement Party and government policies and their professional competence. And the IT-supported proposal management system must be improved so as to constantly increase the work efficiency. Fellow Members, Reviewing the past, we can see the steady progress made in proposal-related work and the constant development in this regard. Looking forward to the future, we feel the weight of our responsibility involved in proposal-related work and the toughness of the task. Let us take the Deng Xiaoping Theory and the important thought of the "Three Represents" as the guide, implement the scientific concept of development in an all-round way, persevere in a realistic and pragmatic approach, work diligently and unremittingly for a greater role played by CPPCC proposals in the process of bringing about an all-round, balanced and sustainable socio-economic development in our country!
