Li Guixian, male, Han nationality, a native of Gaizhou, Liaoning Province, born in August 1937;  joined Communist Party of China (CPC) in July 1962; began working in August 1963; graduated from Department of Engineering Physics and Chemistry, Mentzeliev Chemical Engineering Institute in Moscow, with a major in electric vacuum chemistry, a university graduate and engineer.

1959 - 1960  Student at Beijing Foreign Languages Institute (to prepare for study in Soviet Union) and University of Science and Technology of China

1960 - 1965  Student at Department of Engineering Physics and Chemistry, Mentzeliev Chemical Engineering Institute in Moscow, majoring in electric vacuum chemistry

1965 - 1967  Worked at Research Institute affiliated to No. 12 Bureau, Ministry of Public Security

1967 - 1977  Worked at state-owned No. 777 Factory as technician, workshop chief, deputy director, chief engineer and deputy secretary of Party Committee

1977 - 1979  Deputy director and chief engineer of Jinzhou Municipal Bureau of Electronics Industry, Liaoning Province

1979 - 1982  Deputy director, chief engineer and deputy secretary of Leading Party Members' Group at Liaoning Provincial Bureau of Electronics Industry

1982 - 1983  Deputy governor of Liaoning Province and director-general of Liaoning Provincial Science and Technology Commission, secretary of its Leading Party Members' Group

1983 - 1985  Standing Committee member of CPC Liaoning Provincial Committee and deputy governor of Liaoning Province

1985 - 1986  Secretary of CPC Liaoning Provincial Committee

1986 - 1988  Secretary of CPC Anhui Provincial Committee

1988 - 1993  State councilor and governor of People's Bank of China, secretary of its Leading Party Members' Group

He was a member of 12th to 15th CPC Central Committees and is a member of 16th CPC Central Committee. He was vice-chairman of 9th CPPCC National Committee.
