China Democratic National Construction Association (CDNCA) is a political party featuring political alliance which mainly consists of the people from the economic circles and concentrates on building socialism with Chinese characteristics. It is a party which participates in state affairs under the system of multi-party cooperation and political consultation led by the Communist Party of China (CPC).
The CDNCA's political program at the present stage is to hold high the great banner of Deng Xiaoping Theory, study and implement the important thought of the Three Represents, take the initiative to perform its function of the participation and deliberation of state affairs and democratic supervision, adhere to the basic line for the primary stage of socialism, focus on the development of productive forces, promote socialist democracy, disseminate China's advanced culture and work hard to build China into a prosperous, strong, democratic, culturally advanced and modern socialist country.
The CDNCA's tasks at the present stage are to center on the objective of building a moderately prosperous society in an all-round way, give full play to its feature and advantage of maintaining close ties with the economic circles, take an active part in the socialist modernization drive, conduct investigations and research in major problems concerning reform, opening up, economic development and social stability, report social conditions and public opinions, take the initiative to offer advice, play a better role of the party which participates in state affairs and make its due contributions to accelerating the modernization drive, accomplishing the reunification of the motherland, safeguarding world peace and promoting common development.
The CDNCA has a patriotic, revolutionary glorious history. In the long practice, it has the fine traditions of adhering to patriotism and socialism, persistently accepting the leadership by the CPC and persisting in self-education as well as the historical feature of maintaining close ties with the economic circles. On December 16, 1945, the CDNCA was established in Chongqing City. Its members mainly included the patriotic national industrialists and businessmen and the intellectuals who had ties with the industrial and commercial circles. Its founders were Huang Yanpei, Hu Juewen, Zhang Naiqi, Shi Fuliang, Sun Qimeng and others. After it was established, it took an active part in the struggle of the new democratic revolution. In 1948 it responded to the call for holding a Political Consultative Conference and establishing a democratic coalition government, which was made by the CPC on May 1. It sent representatives to the liberated areas to participate in the preparations for the conference. In September 1949 its delegates attended the First Plenary Session of the Chinese People's Political Consultative Conference (CPPCC), participated in the formulation of the Common Program, elected the Central People's Government and made contributions to the founding of the People's Republic of China.
After the founding of new China, the CDNCA determined the political line of accepting the leadership by the CPC and serving socialism, participated in the work of the organs of the people's political power and the (CPPCC) and played an important role in consolidating the people's democratic dictatorship, promoting economic recovery and development and especially achieving a transformation from the new democracy to socialism, taking the initiative to cooperate with the state in the socialist transformation of the capitalist industry and commerce and establishing the socialist system.
Since they entered the new period of reform, opening up and the modernization drive, CDNCA organizations at all levels and their members have unswervingly implemented the basic line for the primary stage of socialism, adhered to the CPC's principle of "long-term coexistence, mutual supervision, treating each other with all sincerity and sharing weal and woe", conscientiously performed their function of the participation in state affairs and supervision and played an increasingly significant role in participating in the organs of state power, consulting on the major state policies and the choice of state leaders, administering state affairs and formulating and implementing state principles, policies, laws and statutes. Particularly in recent years, the CDNCA has conscientiously organized the personnel to conduct investigations and research in the major problems concerning China's economic and social development and put forward many important opinions and suggestions about the formulation of the national economic plan, the development of the western regions, the promotion of venture investment, the reform and expansion of state-owned enterprises, the issues of rural areas, agriculture and farmers, the reemployment of laid-off workers, the accession to the World Trade Organization (WTO) and the need to fight corruption and build a clean government and the promotion of multi-party cooperation. It has done a great deal of work in promoting reform, opening up and the modernization drive, adhering to and developing the system of multi-party cooperation and political consultation under the leadership of the CPC, advancing socialist democracy and the legal system, consolidating and expanding the patriotic united front and maintaining stability and unity.
Under the leadership of CDNCA organizations at all levels, its members work hard at their posts in various enterprises, educational and research institutions, governments and departments for the management of social affairs. At the same time, they fully use their advantage and feature, take the initiative to conduct various service activities including consultancy, intermediary services and personnel training, take part in the promotion of socialist material civilization and spiritual civilization in all fields and make contributions to developing the socialist market economy, raising enterprises' social and economic benefits, popularizing science and technology, advocating occupational ethics, supporting border areas and the areas inhabited by ethnic minorities and promoting the common development of the economy with diverse forms of ownership with public ownership remaining dominant. The CDNCA Central Committee also founds the Democracy and Construction Press, the magazine - Economic Circles and its website.
The CDNCA takes the initiative to maintain close friendship ties with the people from the economic circles and the people concerned in Hong Kong, Macao, Taiwan and among overseas Chinese, increases friendly contacts and cooperation with relevant foreign political parties and organizations, enhances mutual understanding, helps the government introduce capital, technology and competent people and achieves notable results. This is appreciated by all sectors of society. It makes efforts to open China wider to the outside world, implement the principle of "peaceful reunification, and one country, two systems" and promote world peace and development.
The CDNCA has established its organizations in 30 provinces, autonomous regions, municipalities directly under the Central Government and large and medium-sized cities throughout the country. It has over 100,000 members, most of whom are representatives from the economic circles and other fields. Among them, 2,556 members are deputies to people's congresses at all levels, 13,158 members are members of the CPPCC committees at all levels, 2,079 members are leading cadres of government departments and judicial organs at and above the county level, and 3,479 members serve as specially invited supervisors and inspectors at all levels.
Huang Yanpei was Chairman of the First and Second CDNCA Central Committees, Hu Juewen was Chairman of the Third and Fourth CDNCA Central Committees, Sun Qimeng was Chairman of the Fifth and Sixth CDNCA Central Committees, and Cheng Siwei is Chairman of the Seventh and Eighth CDNCA Central Committees.
