 Huang Yanpei

Huang Yanpei (1878-1965), styled himself Renzhi, a native of Chuansha County, Jiangsu Province (now under the jurisdiction of Shanghai), initiated and established China Democratic National Construction Association (CDNCA) in 1945. He was member and executive member of the CDNCA, member and member of the standing committee of the National Association Affairs Promotion Committee of the CDNCA, chairman of the General Affairs Committee of the CDNCA and Chairman of the First and Second CDNCA Central Committees. He was member of China Democratic League.

In his early years, he studied at Shanghai Nanyang College. After the Revolution of 1911, he served as chief of the Education Department of Jiangsu Province and prepared to found Southeast University, Jinan University, Tongji University, etc. In 1915 he went to the United States on a tour of the investigation of education. In 1917 he founded China Vocational Education Society and served as its chairman. He raised funds to establish Hongying Library and the practice workshop attached to the Chinese Vocational School. He advocated education - "labor is sacred", "two hands can make anything" and "both hand and brain are used". He founded Education and Profession, Humanities Monthly, Life Weekly, State News and other periodicals. During the anti-Japanese war, he served as member of the National Political Council. In 1941 he participated in the organization and establishment of the Chinese League of Democratic Political Groups and served as its chairman. In July 1945 he visited Yan'an. Mao Zedong and other leaders of the CPC Central Committee met with him, and he published "Return from Yan'an". On behalf of China Democratic League, in 1946 he attended the old Political Consultative Conference. Later he participated in mediation in relations between the CPC and Kuomintang. In 1948 he actively responded to the call made by the CPC on May 1. In 1949 he participated in the preparations for and attended the Chinese People's Political Consultative Conference. After the founding of new China, he was member of the Central People's Government, Vice-Premier of the Government Administration Council and Minister of Light Industry. He was member of the Standing Committee of the CPPCC National Committee and Vice-Chairman of the Second, Third and Fourth CPPCC National Committees. He was Vice-Chairman of the Standing Committee of the First, Second and Third National People's Congress (NPC).

His works include Chinese History of Failure in Commercial War, Chinese History of Education, Notes of Traveling round the Yellow Sea, 80 Years, Return from Yan'an and collections of poems - Everlasting and Red Mulberry.

 
 

 Hu Juewen

Hu Juewen (1895-1989), also called Hu Baoxiang, a native of Jiading Jiangsu Province, initiated and established China Democratic National Construction Association (CDNCA) in 1945. He was member and executive member of the CDNCA, member and member of the standing committee of the National Association Affairs Promotion Committee of the CDNCA, chairman of the General Affairs Committee of the CDNCA and Vice-Chairman of the First and Second CDNCA Central Committees. He was Chairman of the Third and Fourth CDNCA Central Committees. He was Honorary Chairman of the Fourth and Fifth CDNCA Central Committees.

In 1918 he graduated from the Department of Machinery of Beijing Institute of Technology. He founded Shanghai Xinmin Machinery Factory, Cooperation Hardware Company, Great Wall Machine-made Brick and Tile Company and Dazhong Machinery Factory. In 1927 he served as chairman of Shanghai Machine and Hardware Guild Council. On January 28, 1932, the Japanese troops invaded Shanghai, and he supported the Nineteenth Route Army in resistance against Japan together with other businessmen. During the anti-Japanese war, he took the lead in dismantling machines in factories and moving them to the interior. He founded the machinery factories in Chongqing, Guilin, Qiyang and other localities and served as their General Manager and president of Central-South Region Machine-building Industry Association and the Federation of Factories Moving to Sichuan. In 1945 he returned to Shanghai, served as General Manager of Xinmin Machinery Factory and founded China's Industry monthly office. In 1949 he attended the First Plenary Session of the Chinese People's Political Consultative Conference (CPPCC). After the founding of new China, he served as Vice-Mayor of Shanghai Municipal People's Government, vice-chairman of Shanghai municipal CPPCC committee, member of the Financial and Economic Committee of the Government Administration Council, member of the First, Second, Third and Fourth Executive Committees of All-China Federation of Industry & Commerce and member of the Standing Committee of the Executive Committee of All-China Federation of Industry & Commerce. He was deputy to the First National People's Congress (NPC), member of the Standing Committee of the Second and Third NPC, Vice-Chairman of the Standing Committee of the Fourth, Fifth and Sixth NPC, member of the First, Second, Third and Fourth CPPCC National Committees and member of the Standing Committee of the Fifth CPPCC National Committee.

He wrote Collection of Hu Juewen's Poems.

 
 

 Sun Qimeng

Sun Qimeng, born in 1911, a native of Xiuning County, Anhui Province, initiated and established China Democratic National Construction Association (CDNCA) in 1945. He was member and executive member of the CDNCA, member and member of the standing committee of the National Association Affairs Promotion Committee of the CDNCA, Secretary-General of the General Affairs Committee of the CDNCA and Vice-Chairman of the First, Second and Third CDNCA Central Committees. He was Vice-Chairman of the Fourth CDNCA Central Committee. He was Chairman of the Fourth, Fifth and Sixth CDNCA Central Committees. He was Honorary Chairman of the Seventh and Eighth CDNCA Central Committees. He is member of the Communist Party of China (CPC).

In 1930 he graduated from the Department of Political Science of Suzhou Dongwu University. After 1938, he served as General Secretary of China Vocational Education Society in Chongqing and Director of Yunnan Office. In 1945 he participated in initiating and establishing China Democratic National Construction Association (CDNCA) and served as its executive member. After 1946, he served as Deputy Director-General of Shanghai Chinese Vocational Education Association and Principal of Bile Secondary School and Hong Kong Chiheng Correspondence School. In 1948 he responded to the call made by the CPC, went to the liberated area on behalf of the CDNCA, participated in preparations for the new Political Consultative Conference, served as Deputy Secretary-General of the Preparatory Committee and attended the First Plenary Session of the Chinese People's Political Consultative Conference (CPPCC). After the founding of new China, he served as Deputy Secretary-General of the Government Administration Council and Director of its Personnel Bureau, Vice-Minister of Personnel of the Central Government, Deputy Director of the No. 6 General Office of the Central Financial and Economic Committee, Deputy Director of the No. 8 Office of the State Council, Vice-Chairman of China United Front Theory Research Association and Director-General, Vice-Chairman and Chairman of China Vocational Education Society. He served as Vice-Chairman of the Third, Fourth and Fifth Executive Committees of All-China Federation of Industry & Commerce and adviser to its Sixth Executive Committee. He was deputy to the First, Second, Third, Fourth and Fifth National People's Congress (NPC), Deputy Secretary-General of the Standing Committee of the Second NPC, Vice-Chairman of the Standing Committee of the Seventh and Eighth NPC, member of the Standing Committee of the Second, Third, Fourth, Fifth and Sixth CPPCC National Committees and Deputy Secretary-General of the Fourth and Fifth CPPCC National Committees.

 
 

 Cheng Siwei

Cheng Siwei, male, born in June 1935, Han nationality, a native of Xiangxiang City, Hunan Province, MBA, senior engineer (professor), joined China Democratic National Construction Association (CDNCA) in January 1995. He is Vice-Chairman of the Standing Committee of the National People's Congress (NPC), Chairman of the CDNCA Central Committee, Chairman of China Vocational Education Society, Chairman of China Soft Science Research Association, Chairman of China Management Modernization Research Association, President of the Management College of the Graduate School of the Chinese Academy of Sciences, Honorary President of East China University of Science and Technology, Chairman of China Taiwan Studies Society and guest professor and doctoral supervisor of the Graduate School of the Chinese Academy of Sciences, the Graduate School of the Chinese Academy of Social Sciences, Peking University and Nankai University. From 1997 to 2004, he served as Director of the Management Science Department of the National Natural Science Foundation of China.

From December 1948 to July 1951, he studied in Hong Kong Heung To Middle School. In July 1950 he secretly joined the New-Democratic Youth League of China in Hong Kong. From August to November 1951, he studied politics in the Workers' College of Guangzhou South University. From September 1952 to August 1954, he studied in South China Institute of Technology. From September 1954 to August 1956, he studied in East China Institute of Chemical Engineering. From September 1981 to March 1984, he studied in the University of California, Los Angeles and got the Master of Business Administration (MBA). In 2000 he obtained the Honorary Doctor of Business Administration (DBA) in Hong Kong Polytechnic University.

From December 1951 to August 1952, he worked in Guangdong Provincial Federation of Trade Unions. From September 1956 to November 1957, he worked in Shenyang Chemical Engineering Research Institute of the Ministry of Chemical Industry. From January 1958 to March 1973, he served as technician, chief of special subject research group and deputy director of the research department in Tianjin Research Institute of Chemical Engineering of the Ministry of Chemical Industry. From April 1973 to August 1981, he served as engineer of Petrochemical Engineering Research Institute of the Ministry of Petroleum and Chemical Industries. From April 1984 to November 1988, he served as chief engineer of the Science and Technology Bureau of the Ministry of Chemical Industry. From December 1988 to October 1993, he served as Vice-President and chief engineer of the Scientific and Technical Research Institute of the Ministry of Chemical Industry. In November 1993 he served as deputy chief engineer of the Ministry of Chemical Industry. From April 1994 to April 1997, he served as Vice-Minister of Chemical Industry. From 1988 to 1998, he was member of the Seventh and Eighth National Committees of the Chinese People's Political Consultative Conference (CPPCC) and member of the Standing Committee of the Eighth CPPCC National Committee. In December 1995 he served as Vice-Chairman of the CDNCA Central Committee. Since December 1996, he has served as Chairman of the CDNCA Central Committee. Since March 1998, he has served as Vice-Chairman of the Standing Committee of the NPC. He wrote over ten works including Chromic Salts Technology, Rejuvenating Chemical Industry through Science and Technology, Soft Science and Reform, Large Linear Target Programming and Application, Research in China's Economic Development and Reform, Economic Reforms and Development in China, Venture Investment, Virtual Economy, etc. He edited Urgent Research in China's Reform and Development, Venture Investment Practice, Development of the World's Top 500 Enterprises and other books. He edited more than 200 dissertations at home and abroad. He took charge of the state's key research project - Systematic Research in the Phosphorus Resources in the Country and was awarded the first prize for scientific and technical progress by the Ministry of Chemical Industry and the second prize for scientific and technical progress by the state. In 1991 he got the government's special allowance from the State Council.
