 Chen Qiyou

Born in 1892, a native of Haifeng County, Guangdong Province. Took part in Guangzhou Tong Meng Hui (Chinese Revolutionary League) activities in 1911. After the Revolution of 1911, went to Japan for studies, and graduated from Politics and Economics Department of Japan Chuo University in 1916 and took up a post at the Ministry of Finance in the Northern Government after returning to the country. After 1917, assumed confidential secretary at the Headquarters of the Guangdong Army and served as magistrate of Dongshan and Yunxiao counties in Fujian, supervisor of Chaohai and Shantou Customs House and concurrently Customs Diplomacy Special Envoy.

Chen Qiyou joined China Zhi Gong Dang in 1931, attended its 2nd congress held in Hong Kong, and was elected one of the leading members of the Zhi Gong Dang Central Cadre Council. During the Anti-Japanese War, served as special envoy of the KMT government in HK and was later imprisoned at the Xifeng Concentration Camp in Guizhou. Moved to Chongqing after release in 1941 and came under the influence of progressive ideology. In 1947 Zhi Gong Dang held its 3rd congress in HK. Chen Qiyou actively advocated participation of Zhi Gong Dang in the CPC-led people's democratic united front and was elected vice-chairman of the CC to chair the routine work of the CC party headquarters. In May 1948 sent a joint telegram on behalf of the Zhi Gong Dang in HK together with the leading members of other democratic parties and groups as well as personages without party affiliations in response to the May 1 call of the CPC and in support of the convocation of the New Political Consultative Conference and the formation of a democratic coalition government. In 1948, went from HK to the Northeast Liberated Area at the invitation of the CPC CC. In June 1949, took part in the preparatory committee meeting of the New Political Consultative Conference as one of the representatives of Zhi Gong Dang and attended the First Plenary Session of the CPPCC NC held in Beijing as the chief deputy of Zhi Gong Dang. 

In April 1950, Zhi Gong Dang held its 4th congress at Guangzhou. Chen Qiyou was elected as presidium member. Chen was elected as chairman of the CC at the 5th congress of Zhi Gong Dang in November 1952, and reelected as CC chairman at the 6th congress in April 1956.

Chen was SC member of the 1st, 2nd and 3rd NPC, member of the 1st CPPCC NC, and SC member of the 2nd, 3rd and 4th CPPCC NC. Chen died of illness in Beijing on December 10, 1970 at the age of 78.

 
 

 Huang Dingchen

Born in 1901, a native of Haifeng County, Guangdong Province. As a middle school student, he took part in the revolutionary activities led by Comrade Peng Pai in Haifeng and Lufeng. In 1921, went to study in Japan and graduated from Nippon Medical School at Tokyo and entered the hospital attached to Tokyo Imperial University for further education. During studies in Japan, got in touch with revolutionary books and took part in revolutionary activities by overseas students, and assumed as secretary general of Guangdong native students in Japan.

Huang Dingchen joined revolutionary work in 1927, served as chief member of organizing committee of Anti-Japan League led by the special Tokyo branch of the CPC in 1928. Was detained by Japan police agency and expatriated back to the country due to involvement in patriotic anti-Japanese activities. In August the same year, served as chief member of Anti-Imperialist League organizing committee. In September, was arrested and imprisoned by Shanghai French Concession. After coming out of prison in 1932, practiced medicine in Macao, Guangzhou, Guilin, Kunming and Chongqing and engaged in revolutionary activities. During the Anti-Japanese War, conducted united front work and democratic revolutionary activities under the leadership of Comrade Zhou Enlai and others at the Southern Bureau of the CPC CC. At the end of 1940, was appointed as medical and health consultant of Chongqing Xinhua Daily agency. Took part successively in Three People's Principles Comrades' Federation, National Democratic Construction Association and the Revolutionary Committee of the Chinese KMT and assumed post at Chongqing chapter of NDCA and the RC of the Chinese KMT at Guangdong chapter.

Huang Dingchen joined China Zhi Gong Dang in 1946 and arrived at HK in early 1946. Engaged in preparations to reorganize Zhi Gong Dang together with the upper progressives of Zhi Gong Dang, consolidated party affairs to join the CPC-led people's democratic united front and was elected as central SC member and concurrently organizing and training chief at the 3rd congress of China Zhi Gong Dang.

In 1949 Huang Dingchen took part in preparing the new political consultative conference and attended the First Plenary Session of the CPPCC as one of the China Zhi Gong Dang representatives.

After the founding of New China, Huang was chief of the medical administration department, and chief of the medical prevention department under the Ministry of Health, council chairman of Chinese Anti-TB Association, vice-president and concurrently secretary-general of Chinese Medical Association, SC member of China Zhi Gong Dang's 4th, 5th and 6th CC, chairman of its 7th and 8th CC, honorary chairman of its 9th and 10th CC, member of the 2nd, 3rd, and 4th CPPCC NC, SC member of the 5th, 6th, and 7th CPPCC NC, leader of the Overseas Chinese Group of the CPPCC NC, deputy to the 1st, 2nd, and 3rd NPC, vice-chairman of the 3rd  council of All-China Federation of Returned Overseas Chinese, vice-chairman of China International Cultural Exchange Center and honorary council member of China Welfare Fund for the Handicapped.

On January 7, 1995 Huang Dingchen died of illness in Beijing at the age of 94.

 
 

 Dong Yinchu

Born in 1915, a native of Hefei city, Anhui Province, a returned overseas Chinese from Indonesia. Went to Hong Kong after graduation from Shanghai Jiaotong University in 1938 and took part in the editing work in Zhong Bao (Newspaper). In August 1939 resided in Batavia (now Jakarta) Indonesia and worked in Tian Sheng Daily,later created Zhao Bao (Newspaper) and served as manager and concurrently editor-in-chief, ran with overseas Chinese leader Mr. Chen Jiageng (Tan Kah Kee) Nanyang Siang Pau (Nanyang Business Daily) and other publications, to carry out anti-Japanese publicity for national salvation among the overseas Chinese. In March 1942, was arrested and imprisoned by the Japanese army, and was not set free until Japanese surrender in 1945. During the period of the Indonesian war for independence, united with local leaders of the overseas Chinese and organized the China Federation of Overseas Groups and served as general secretary and concurrently director of the Overseas Security Federation. In 1947, returned to Shanghai for settlement and served as manager of Indonesian Jianyuan Co Shanghai branch. After the founding of New China, served successively as deputy manager of Shanghai municipal public and private run foreign trade incorporation, vice-director of Shanghai municipal association for promotion of foreign trade and board chairman and concurrently general manager of Shanghai Huajian Co. Served as SC member of Shanghai municipal people's congress and vice-chairman of CPPCC Shanghai Municipal Committee, vice-chairman and chairman of Overseas Chinese Affairs Office of Shanghai Municipal People's Government.

Dong Yinchu joined China Zhi Gong Dang in 1980 and was elected successively as Zhi Gong Dang's Shanghai municipal committee member, SC member of its CC, vice-chairman and acting chairman of its CC, chairman of its 9th and 10th CC, and honorary chairman of its 11th and 12th CC.

Dong Yinchu was member of the 5th CPPCC NC, SC member of the 6th CPPCC NC, and SC member of the 7th NPC.

In March 1993, Dong Yinchu was elected vice-chairman of the First Session of the 8th CPPCC NC and concurrently chairman of its Overseas Chinese Committee.

 
 

 Luo Haocai

Born of Chinese origin in Anxi County of Fujian Province in 1934 in Singapore, Han Nationality, professor and supervisor of doctoral students at Peking University, incumbent vice-chairman of CPPCC NC, chairman of China Zhi Gong Dang CC, vice-chairman of Chinese Association for International Understanding, vice-chairman of China Council for the Promotion of Peaceful National Reunification and chairman of China-ROK Friendship Association.

Was imprisoned by British colonial authorities in Singapore April 1951-July 1952. Studied at Guangdong Guangzhou Zhiyong Middle School and Jiangsu Wuxi No. 1 Middle School 1952-1956. Studied at Law Department, Peking University 1956-1960.

Luo Haocai served as assistant, lecturer and deputy head of Law Department, Peking University 1960-1984, researched in Columbia University USA 1984-1985, and served as vice-president, professor and supervisor of doctoral students with Peking University, chairman of Beijing Returned Overseas Chinese Federation, vice-chairman of All-China Federation of Returned Overseas Chinese, SC member of Beijing municipal people's congress, vice-chairman of China Law Society, council chairman of China Law Society's administrative law study sub-society, member of law science evaluation group of the Academic Degree Committee of the State Council and vice-chairman of Zhi Gong Dang CC.

Served as SC member and concurrently deputy secretary-general of the 8th CPPCC NC and vice-chairman of its Hong Kong, Macao and Taiwan Compatriots and Overseas Chinese Committee March 1993-March 1998. Was elected vice-chairman of the 5th council of All-China Federation of Returned Overseas Chinese June 1994 and served as vice-president of the Supreme People's Court and member of its judgment committee June 1995-June 2000, was elected as chairman of Zhi Gong Dang's 11th CC in November 1997 and elected as chairman of Zhi Gong Dang's 12th CC in December 2002 and elected vice chairman of the 9th CPPCC NC in March 1998. Was elected as chairman of the 6th council of China Council for the Promotion of Peaceful National Reunification in July 1999 and elected as vice-chairman of the 10th CPPCC NC in March 2003.
